the numbers are phone numbers you can call to “rent” the billboard space. mexico city pollution goes well beyond the poor air quality, the visual pollution is as annoying and harmful (more in an emotional than in a phisical way) than the “traditional” pollution.
on the other hand this provides character, you might like it or dislike it but you can’t argue with its authenticity.
